Washington DC: February 06, 2002: After remaining 'buried' for a decade the SYL (Sutlej Yumuna Link canal) controversy, nay Brahmin conspiracy, to deny water to the future generations of the Sikh nation, in Indian-occupied Sikh Punjab, was revived again (on January 15, 2002) by two rabid Hindu judges of the Indian Supreme court who have had the Chutzpah, to rule on a petition from the state of Haryana. They have 'ordered' the Central government in New Delhi to "take necessary steps for expediting the construction of the SYL canal if the Punjab government fails to do so within the year."

The two morally repugnant, dishonest Hindu judges, G. B. Pattanaik and Rumapal - they can't be called learned or Justices as they behaved like the typical Swastika-worshipping Banias - rejected the Central government's stand, that under the Indian constitution it had no role in the dispute as it is not a central subject. In a classic example of the warped communal Hindu logic, and mindset, the two Hindu judges illegally ruled in favour of non-riparian Hindu-majority state of Haryana hoping to deprive the future generations of Sikh Punjab their diminishing, but vital, river water resource, a major portion of which has been siphoned cost free (for decades) by two non-riparian 'Hindu-majority' states of Rajasthan and Haryana. In typical Nura Kushti fashion the two so-called Supreme Court judges took 'exception' to the Central government's stand and pompously ignored the Indian constitution by observing that, "on one hand the Centre says that it wanted to uphold federalism to keep intact the unity of the country, but on the other it washed its hands off in such sensitive dispute."

The Chief minister of Sikh Punjab, Mr. Parkash Singh Badal, according to a report in the Times of India, announced on January 22, 2002, (after waiting a week for some reason) that the State of Punjab would, "soon file a review petition against the Supreme Court judgment on the Sutlej Yumuna link (SYL) canal issue and that as soon as the state's Advocate general drafts the case for revision it will be filed." What does "soon" mean to Mr. Badal? Today, it is already three weeks since the Hindu Supreme Court's anti/Sikh SYL conspiracy came to light after its January 15, 2002 ruling. The Punjab government has so far done nothing! WHY? More important than that is the question as to why is the Badal government discouraging public protests on the SYL issue in the Punjab? Except for Sirdar Simranjit Singh Mann other 'leaders' are keeping quiet!

Punjab Chief minister Badal should know that he cannot take refuge in the excuse that he was taken by surprise by the Indian Supreme Court's shenanigans ('January 15, 2002 judgment') as that courageous Ludhiana-based Sikh League International & IHRO (International Human Rights Organization) as well as this column warned him publicly way back on August 2001, about the SYL conspiracy brewing in the Indian Supreme Court. Even at that time we could see, and so should have Badal, that the morally repugnant Hindu judges of the Supreme court had a "Hindu" solution, of the 30-years old SYL canal dispute, up their sleeves. Incidentally, the August 21, 2001 Khalistan Calling had the following main headline:- "Is Chief minister Badal engaged in duplicity (Nura Kushti) over the SYL canal issue a la District Udham Singh Nagar?" The second headline was:- "Punjab Chief minister Badal challenged to come clean on the SYL issue." And the third headline reads:- "Indian Supreme Court has a 'Hindu' solution for the SYL dispute!" For detailed article please see http://www.khalistan-affairs.org/main/k_calling/kc08212001.htm .

The introductory paragraph of the August 21, 2001 Khalistan Calling challenged Punjab Chief minister as follows:- "This column - Khalistan Calling - endorses the challenge issued yesterday by the Ludhiana-based Sikh League International (SLI) and International Human Rights Organization (IHRO) which puts the spotlight on Punjab Chief minister, Parkash Singh Badal's shenanigans, by giving him a chance to redeem his honour, by calling upon him to declare; "as null and void all the 'secret agreements' on river waters, by passing a resolution in the Punjab assembly, to prove that he is not hand-in-glove with his Haryana counterpart in this regard," and that his government and party has not entered into any backroom deal with anybody over the SYL canal in particular, and Punjab river waters in general, for the sake of pelf and power. How about taking up the gauntlet Mr. Badal, as this is a very fair challenge in the interest of every Sikh?"

A paragraph somewhere in the middle of the August 21, 2001 Khalistan Calling spelled out, presciently, the SYL canal conspiracy as follows:- The sinister 'SYL canal conspiracy' against Sikh Punjab's future generations, which was brewing for some time, started unraveling on August 09, 2001 when a Division Bench of the Indian Supreme Court, comprising Justice G. B. Patnaik and Justice Rumapal, issued an unprecedented directive ordering the Indian Prime minister to; "broker a mutually acceptable solution to the SYL canal issue between Punjab and Haryana within four weeks time; and if no settlement was arrived at within the stipulated time, it would announce its order on the suit filed by Haryana in 1996. The 1996 Haryana petition to the Supreme Court sought direction to the Punjab government to complete the SYL canal as the Haryana part of the canal was complete and tax-payer's money amounting to 600 crore had been spent for this purpose. "

The conclusion of the August 21, 2001 Khalistan Calling column is as relevant today as it was then and reads as follows: - "We hope Chief minister Parkash Singh Badal, who should thank Wahay Guru for his remarkable recovery from his recent terminal ailment, will pay heed to IHRO chairperson D. S. Gill's noble suggestion of passing a resolution in the State assembly on the lines mentioned in paragraph one above, so that the 'finger of suspicion' stands down, which at this point in time points in his direction. Badal should also make amends and seek protection under International Riparian Laws and practices for beleaguered Punjab and remember that the future of our children, their children, and their children, is at stake if Haryana succeeds in stealing Punjab's river water via the SYL canal a la Rajasthan's Indra Gandhi canal. We also hope that Mr. Simranjit Singh Mann has recovered from his operation and still remembers the courageous and patriotic resolution passed by his party at the Hola Mohalla conference on March 02, 1999 at Anandpur Sahib in which it was resolved to muster support and carry out a symbolic filling up of the SYL canal. Please see  http://www.khalistan-affairs.org/main/k_calling/kc031799.htm . "One gets from the symbol the meaning he puts into it," is a truism we all should remember!"

We diaspora Sikhs therefore, urge political leaders like Sirdar Simranjit Singh Mann, to take the lead and start a campaign by carrying out a symbolic filling of the SYL canal to safeguard the interest of our future generations and let the morally repugnant Swastika-worshipping Brahmins in Delhi know that we Sikhs are not asleep and will unite to thwart their schemes.
