Washington DC: May 01, 2002 : "State officials were directly involved in the killings, going on since February 27, 2002, in the Indian state of Gujarat and they are now engineering a massive cover-up of the official role in the violence", says a Human Rights Watch (HRW) report titled, "We Have No Orders to Save You: State Participation and Complicity in Communal Violence in Gujarat", which was released in New York yesterday.

The title of the excellent 75-page HRW report will sound familiar to any Sikh who may have survived or was touched by the November 1984 anti/Sikh government orchestrated pogroms in Delhi, and other N. Indian urban centres, when thousands of Sikh men, women and children were murdered by Hindu rent-a-mobs mustered by the Rajiv Gandhi Congress government to 'teach the Sikhs a lesson'. According to senior South Asia researcher for Human Rights Watch and courageous author of the report, Smita Nirula, an Indian-American activist who has worked in the human rights area for five years, "What happened in Gujarat was not a spontaneous uprising, it was a carefully orchestrated attack against the Muslims minority. The attacks were planned in advance and organized with extensive participation of the police and state government officials." The HRW (Human Rights Watch) report charges that, "in many instances police officials led the murderous mobs, aiming and firing at every Muslim who got in the way. The report said that under the guise of offering assistance some police officers led the victims directly into the hands of their killers. Panicked phone calls made to the police, fire brigades, and even ambulance services generally proved futile." The HRW report goes on to say that, "in some cases, the police were merely passive observers while in others, police officers led the victims directly into the hands of their killers". Writes Nirula, "What happened in Gujarat was not a spontaneous uprising, it was a carefully orchestrated attack against the Muslim minority".

The HRW report documents excesses by lumpen mobs of Hindu militants and notes that while burnt Muslim shops and restaurants dot the main roads and highways in Ahmedabad, neighbourhood Hindu establishments were notably unscathed. A related report in the editorial section of yesterday's (April 30, 2002) Telegraph of Calcutta, <http://www.telegraphindia.com/archive/1020430/editoria.htm>, headlined, "DOCUMENT: The Highway to Devastation", confirms the HRW observation and gives a vivid eye witness account of the devastation the team saw on the Godhra-Ahmedabad highway where minority-owned properties were systematically and selectively burned and destroyed.

According to the Human Rights Watch report: "the groups most directly involved in the violence against Muslims include the Vishwa Hindu Parishad, the Bajrang Dal, the Rashtriya Swayamsevak Sangh and the Bharatiya Janata Party that heads the Gujarat state government.The report also said that, "the Gujarat state administration had been engaged in a massive cover-up of the state's and Sangh Parivar role in the massacres". In holding the Sangh Parivar culpable, the HRW said that, "numerous police reports filed by eyewitnesses after the attacks had specifically named local VHP, BJP, and Bajrang Dal leaders as instigators or participants in the violence. The police, reportedly under instructions from the state, face continuous pressure not to arrest them or to reduce the severity of the charges filed. Collectively, they are known as the Sangh Parivar, or family of Hindu nationalist organizations."

Smita Nirula, described the Gujarat events as a "crisis of impunity" and called for international strictures against India. "If charges against members of these groups are not investigated and prosecuted accordingly, violence may continue to engulf the state, and may even spread (read; to Sikhs and Christians) to other parts of the country," she has warned. The report said that assistance from international humanitarian and United Nations agencies was urgently needed for refugees in relief camps. It urged the Indian government to, "actively seek the assistance of international agencies and to invite United Nations human rights experts to investigate state and police participation in the violence."

Although in last week's (April 24) Khalistan Calling <http://www.khalistan-affairs.org/main/k_calling/kc04242002.htm> we had written the 'obituary' of the Times of India (for allowing Indian intelligence to infilterate its news room and set a world 'spook' record by planting five false anti/Sikh dezinformatsiya stories in one day in its Sunday April 21 issue) we must say that its alert Washington Correspondent, Chidanand Rajghatta, has kept the newspaper 'alive' by submitting a truthful report <http://timesofindia.indiatimes.com/Articleshow.asp?art_id=8449215> published in today's Times of India. headlined,"US rights group blames Sangh for Gujarat riots". Rajghatta warns that, "the strongly worded (HRW) report, direct in its charges, comes at a time when the Bush administration, the Congress, and South Asia hands have been noticeably circumspect in their utterances when compared to some of the EU members. But there is increasing revulsion here over the continuing violence in Gujarat, and the cynicism with which it is being handled, including talk of 'weathering' the crisis instead of taking action against the culprits and providing succour to the victims."

Chidanand Rajghatta, the competent and always alert Times of India Washington correspondent goes on to warn that, "India has so far been lucky in the sense that Israel is having to face a far tougher international scrutiny over its heavyhanded assault on Jenin. According to both administration and Congressional sources, New Delhi might be getting off lightly on Gujarat because of the crisis in the Middle-East and the Western media's obsession with the region. But the latest report is already making the rounds in Congress, a selective champion of human rights that has so far been muted in its response to the grisly events in Gujarat."

The above-mentioned HRW report correctly, and in great detail, describes the methodology of the morally repugnant, Swastika-worshipping, Hindu-fundamentalist minority-haters who went on a killing spree in Gujarat under the BJP standard. Their older first cousins who rule in Delhi in the garb of the BJP coalition government under the leadership of a smiling, ageing, life-long Jansanghi, Pundit Atal Bihari Vajopayee, we are sure, are planning, at this point in time, similar pogroms elsewhere in India. Sikhs, whether captive in India or living free abroad, should always remember that, monotheistic Sikhs, like their monotheistic Christians and Muslims brothers, are on the polytheistic Brahmin's Hit List. We Sikhs should therefore, make it a point to obtain and read the Human Rights Watch report. It will educate and give us all a wake up call. The HRW report may even teach us the survival strategy and tactics our relatives and friends in India should follow in case these nasty khaki Knicker-clad fascists turn on the minority Sikh community as they did in November 1984.

Like the leopard, these Brahmin jackals too will never change their spots and that, is their vulnerability. We Sikhs should study the tactics and strategy used in the Gujarat pogrom by the BJP and learn from that genocide. Sikhs should organize around the gurdwaras, improve communications, strengthen our 'muscles', 'polish' our tools and devise counter-measures and tactics, as no Sikh should have any doubt that, at this very point in time, these Hindu-fundamentalist knicker-clad fascists are planning anti/Sikh pogroms. Diaspora Sikhs in general, and North American Sikhs in particular, should make it a point to distribute as widely as possible (to newspapers, libraries, universities, schools, clubs, members of congress/parliament, teachers, neighbours et.al.,) the April 03, 2002 Khalistan Calling titled, "A WAKE-UP CALL FOR THE SIKHS: An essay on the current communal situation in the world's largest Castocracy - India," <http://www.khalistan-affairs.org/main/k_calling/kc04032002.htm> as these days 'information' is not only the best shield, it is also very good 'artillery'!
