The following KHALISTAN CALLING newsletter has been published in the leading Punjabi-English newspaper of the Sikh diaspora, Surrey Canada-based CHARHDI KALA,- Issue of August 14-20, 2002 : Vol. 18 : No. 33. Washington, DC: August 14, 2002: The United Nation’s annual Human Development Report is a 'yardstick' and a comparison of human progress in various countries of the world - from the richest to the poorest. The opening lines of the first Human Development Report, published in 1990, had said that the report is about people and their happiness. It is.

The UN's annual Human Development Report-2002 was released in the last week of July but this year we withheld our comments as we wanted to see how the Indian propaganda machinery explains India's shame visible in the UN report for the whole world to see. Delhi just ignored the UN report - a few newspapers garbled the story - as the mandarins in the information ministry were probably busy churning out dezinformatsiya to explain to the suspicious Sikhs how the water level in the Bhakra Nangal dam - which supplies Punjab's water to non-riparian Hindu-majority states of Haryana and Rajasthan was rising at a record clip in a draught year when the nearby Pong and Thien dam were close to touching the dead level.

Human development is the process of enlarging people’s chances, what people do and can do is their lives in pursuit of happiness. Human progress is shaped by political power and institutions. As the Overview of the 2002 report (which examines 173 countries and was released a few days ago) aptly puts it, the UN's Annual Human Development Report is about, "what it will take for countries to establish democratic governance systems that advance the human development of all people - in a world where so many are left behind." Just claiming parrot-like that, "we are the world's largest democracy, we are the world's largest democracy, we are the world's largest democracy," does not mean a thing! The UN's Human Development Report-2002 is of special interest to the monotheistic Sikh, Christian and Muslim minorities in India who were abandoned to their fate when an exhausted Imperial Britain retreated, in August of 1947, from South Asia in haste, after World War II. The British abandoned these monotheistic communities in India to the mercy of polytheistical, and inherently fascist and crafty, Brahmin-caste-dominated majority which took over the instruments of state power, both democratic and coercive.

Since it was first published in 1990, the UN's Human Development Report has developed and constructed several composite indices to measure different aspects of human development. The Human Development Index (HDI) has been constructed every year, since 1990, to measure average achievements in basic human development in one simple composite index and to produce a ranking of countries, a cross section of which is reproduced in the chart below, to give an idea where India stands in the world after fifty five years of so called Independence and rascal misrule.

The UN's Human Development Report for the year 2002, measures human development in 173 countries in such areas as, % of literacy, % of population living below the poverty line of $. 2 per day, % of population using adequate sanitation facilities like latrines etc., % of population with access to essential drugs, number of women living with HIV/AIDS, % of under-weight children under 5 years of age etc., etc.

Despite a surge in free market economic growth in the past decade in Asia, Latin America and Africa, India (ranked 124th on the Human Development Index-2002) remains one of the world’s most backward, poor and squalidly country. This year, as in previous years, India keeps company in the Human Devepment Index (HDI) with - and in many cases ranks below - poor third world countries like Equatorial Guinea (111th), Gabon (117th), Sao Tome & Principe (119th), Guatemala (120th), Soloman Islands (121st), Namibia (122nd), Morocco (123rd), Swaziland (125th), Botswana (126th). In this latest UN's Human Development Report-2002 nuclear-armed India (which is planning to import arms worth 15 billion dollars in the next few years and has ambitions of occupying a permanent seat in any expanded UN Security Council ahead of countries like Italy, Egypt, Malaysia, Saudi Arabia, Indonesia et. al.,) has been placed to its eternal shame - based on its performance - just above fourth world countries like Swaziland (125th), Botswana (126th), Myanmar (127th), Zimbabwe (128th), Ghana (129th) and Cambodia (130th).

According to the UN's Human Development Report -2002 (page 158) 86.2% - yes 86.2% - of India's population (or 863 million - yes 863 million Indians) lives below the poverty line of US $. 2 a day. According to the chart on page 168 of the report only 31% of India's population has edequate sanitation facilities which means that nearly 700 million (yes 700 million) Indians have never used, or hope to use, a public or private latrine and have to go about their business every morning like stampeding animals. This figure of 700 million is an increase over the 1999 figure of 650 million Indians living without latrines. Some progress!

Over 430 million Indians are illiterate, as the report posts a 57.2 % literacy rate for India on page 151. India with a figure of 47% has the distinction, according to the HDI-2002 (page 158) of leading the world, (along with Nepal and Ethiopia) in the category of "% of infants under age 5 with low birth weight." In another category - AIDS - India broke the world record and took the crown (No. 1) in the UN Human Development Report 2000 (page 192) with over four million Indians (4,100,000) living with HIV/AIDS a higher number than any country in the world including South Africa which was number two with nearly three millions AIDS patients. Two years later the AIDS figure must be much higher. For some reason that category has been dropped and the 2002 Human Development Report on page 172 mentions another alarming figure of one and a half million sexually active (15 years to 49 years old) women in India who suffer from HIV/AIDS.

This horrible situation in the world's largest Castocracy - India - will continue to persist and India will never, not even in a hundred years, be able to shed the squalor, the misery and the lack of hope that is India unless liberal infusion of social investment takes place, and that will never happen, as long as the medieval Hindu caste system, and its morally repugnant Swastika-worshipping Brahmin caste champions, continue to misrule the roost in Delhi.

The only way Indian Occupied Sikh Punjab can prosper, reduce its unemployment, recapture its life-giving river waters, export its surplus foodgrains to the 'Stans' of Central Asia and improve the lot of its Sikh majority, their children and their children, is by saying "Good Bye" - "Sayonara" - to the squalor that is India by creating a democratic, egalitarian buffer state of Khalistan, West of the Jumna river, East of the Pakistan border, South of Kashmir and South West of Tibet China.
