Washington DC: September 15, 2004: After waiting for three years, the Indian Census Commission had (on September 06, 2004) released, in New Delhi, a report, on population numbers of religious groups in India (Census-2001) which was partly covered in our column last week. (> http://www.khalistan-affairs.org/Main/K_Calling/kc09082004.htm <) Three days later, on Wednesday, September 09, 2004, the Census Commission revised the Census data ( > http://www.hindu.com/2004/09/10/stories/2004091006980100.htm <) and further reduced the growth rate of the Sikh community from the 18.2%, which was announced on Monday, to 16.9% on Wednesday, when the actual Growth rate is in the upper twenties. Sikh statistical genocide continues. Census-2001 some national Census!

These shenanigans of the Indian Census Commission have proved the wisdom of a famous line from the 1924 Autobiography of American writer and great humarist, Samuel Langhorne who used to write under the Pen name of Mark Twain. The line reads, "There are three kinds of lies - lies, damned lies and statistics." We have taken the liberty here of adding a few words to that famous line, by Mark Twain, which should read, "There are three kinds of lies -- lies, damned lies and Indian Census and it's statistics".

What distinguishes census from statistics, in any country, is the rigour and precision involved in organizing and taking a census by an army of government officials every ten years. While statistics are extracted out of projections and analyses, census is a truthful count of the population of an area. Literally. Little wonder, when the census results are out, the world takes note and believes the numbers. Not India's Census results! India's doctored Census figures and statistics are used to rewrite it's history, to suit the peculiar (read communalistic and fascist) ideological obsessions of the Brahmin-caste dominated rulers.

The Indian Census Commission's Report on Population Numbers of Religious Groups in India, based on the 2001 Indian Census held three years ago, was delayed while being 'doctored' by the Registrar General and Census Commissioner of India, J. K. Banthia, a bigotted Hindu-fundamentalist, joint secretary-level, IAS officer, appointed as census commissioner in September 1999, when the right wing BJP fascists were in power in Delhi. The Report claimed a Sikh population of 19 million, instead of 22 million - three million Sikhs just disappeared. (Please see last week's Khalistan Calling at: > http://www.khalistan-affairs.org/Main/K_Calling/kc09082004.htm <) The Report (which incidently was amended three days later) not only claimed that, during the decade of 1991-2001, the Sikhs showed one of the lowest growth rate in India of 18.2%, 'due to infertility' (implying Sikh males have become sterile) but also reported that the Sikh community had the lowest Male to Female Sex ratio implying female infanticide. Female infanticide is something which is commonly practiced with great gusto by the Hindu community all over India not the Sikhs

Unlike the Hindus and Muslims, the Sikhs give equal status to their women as ordained by the Sikh Gurus (when they commanded and were obeyed centuries ago) that Sikh women, like the men, WILL carry a kirpan - a sword/dagger - as a symbal of gender equality and honour, and as such female infanticide has been, and is, taboo in the Sikh Homeland of Punjab. Please read investigative report, headlined, 'Scanning for Death', in India's leading English language fortnightly news magazine FRONTLINE about spine-chilling practice of female infanticde among the Hindus in the state of Tamilnadu (which has a literacy rate of 73.5% a rate much higher than Sikh Punjab's) by clicking at: > http://www.flonnet.com/fl1525/15251090.htm <) The Census Report (later amended) also falsely claimed that the beleaguered, deprived and excluded dirt-poor Muslim population - India's new 'Untouchables' - grew at a faster rate - @ 36% - higher than any other community in India or for that matter any country in the world.

After a hue and cry in the media about the accuracy of the Report, the Census bureau - to India's eternal shame - confessed mistakes three days later, and corrected the report by issuiing 'adjusted data', on September 09, 2004, which shameful event was reported in the India media, TRIBUNE and THE HINDU newspapers for example. The TRIBUNE reported on the front page (> http://www.tribuneindia.com/2004/20040910/main3.htm <) as follows, "The government today issued revised data of the religious Census after carrying out vital corrections that show that the population growth rate of Muslim community during the decade 1991-2001 has come down, not increased. As per the new data, released by the BJP appointed Census Commissioner of India, J. K. Banthia, the growth rate of all sections of the population has been revised. Muslims still have the highest growth rate with 29.3 per cent, 3.6 per cent less than the 1991 growth rate of 32.9 per cent... There is also a noticeable fall in the Sikh population growth rate. As against 18.2 per cent, (announced earlier on Monday) the revised figures issued today puts the Sikh growth rate at 16.9 per cent." The HINDU, India's most prestigious English language newspaper, also reported the Census Bureau's 'revised' data, (> http://www.hindu.com/2004/09/10/stories/2004091006980100.htm <) in a report by Anita Joshua, who called it 'readjustment', which reduced the Sikh community's growth rate from 18.2% on Monday to 16.9% on Wednesday - in just three days. The acrual Sikh rate of growth is in the upper twenties.

The issue here is the criminal and unpatriotic behavior of all Indian regimes (BJP, Congress & others) not just the RSS/VHP crazy fringe, which has encouraged, for short political gain, the undermining of India's entire statistics gathering system which instead of relying on accurate numbers has been corrupted, totally compromised and has become a hit-and-miss exercise. Even India's leading English language daily newspaper, Times of India in an editorial, dated September 11, 2004, headlined "Lies and Statistics" wrote, (< http://timesofindia.indiatimes.com/articleshow/844094.cms >) "Everybody knows that the late NDA (read BJP) government wanted to rewrite India's history to suit its peculiar ideological obsessions. Now, there is some evidence to indicate that it might have been massaging statistics over the last few years to make contemporary reality look more presentable to its constituents."

The Times of India September 11 Editorial, headlined, 'Lies and Statistics' goes on to say that, "On Monday, J K Banthia, registrar-general and census boss announced that in the 10 years from 1991-2001, the Muslim population had jumped 36 per cent, a growth rate that is higher than that of the previous decade and, of course, higher than the rate at which India's Hindu population has grown. All handouts released to media made the same point. The sangh parivar, which feeds on the paranoia of a 13 per cent Muslim population overtaking India's 80 per cent Hindu majority someday, made a feast of this tidbit...We do not know whether Banthia, appointed by the BJP-led regime, sparked off an entirely irrelevant debate deliberately, but his actions were certainly irresponsible. Recently, it has become clear that in order to burnish its 'India Shining' campaign with statistical gloss, the previous regime massaged inflation numbers...The UPA regime must undo the damage, bring back accountability and weed lies out of statistics." Well said but, who is going to 'bell the cat' not the clueless UPA coalition government appointed by Mrs. Sonia Gandhi?

Let us consider India's literacy rate recorded by Census-2001, which showed an unprecidented improvement from 52% in 1991 to 65% in 2001 - a jump of 13%. In a statistical chutzpah, the like of which this world has never seen, India's Census Bureau has claimed that the 2001-Census has discovered (unlike every Indian census since 1901, where the number of literates could not keep pace with the growth of population) that literate persons in India now total 560,687,797, yes over five hundred and sixty million (> http://www.censusindia.net/t_00_006.html <) as compared to 359, 324, 000 literates, yes over three hundred and fifty nine million, found by the 1991 census, an INCREASE of 201, 363, 797 literates, (> http://www.censusindia.net/cendat/datatable16.html >) yes over two hundred million increase in a short span of ten years. Some increase! Some shameless audacity! Some fraud! Some census! Some delusion!

More than three years ago, in an OPEN LETTER, we drew the attention of the U.S. Secretary of State (> http://www.khalistan-affairs.org/main/k_calling/kc04042001.htm <) to this state-sponsored, nay state-supervised, CENSUS fraud in literacy numbers by India. If one checks the populatuion numbers from all the Census held in India in the twentieth century (the following numbers were culled from the 1991 Census of India website, ( >http://www.censusindia.net/cendat/datatable29.html <) 1901 Census-238,396,327 total population :: 1911 Census-252,093,390 total population, increase of about 5. 8% over 1901 numbers :: 1921 Census-251,321,213 decrease in population of about -- 03% :: 1931 Census-278,977,238 population increase of about 10. 08% :: 1941 Census-318,660,580 population increase of about 11.04% :: 1947 partition of the subcontinent into India and Pakistan, Pakistan's population about 70 million :: 1951 Census-361,088,090 total population :: 1961 Census-439,234,771 increase of about 22% ::1971 Census-548,159,652 increase of 25% :: 1981 Census-683,329,097 increase of over 24% :: 1991 Census-846,302,688 total population increase of about 24% :: 2001 census-1,028,610,328 total population increase of about 21.6% over 1991 figures) one finds that India's post-independence population increases have averaged about 23% and are falling although, they are still double of the pre-independence population increase numbers.

A month after our April 04, 2001 OPEN LETTER to the U.S. State Department, mentioned above, we appealed to the World Bank, IMF and United Nations, Encyclopedia Britanica and other information gathering organizations worldwide, on May 23, 2001, exposing India's lieracy rate FRAUD. (> http://www.khalistan-affairs.org/Main/K_Calling/kc05232001.htm <) Over a year later, on November 02, 2002, we dedicated a column to UNESCO, (> http://www.khalistan-affairs.org/Main/K_Calling/kc11272002.htm <) when India's Human Resources ministry (headed by that horrible Neo-Nazi, Pandit Murli Manohar Joshi) had the shameless audacity to launch a disinformation attack on that august body for placing India's literacy rate at 57.2%. The India's Human Resources ministry claimed in November of 2002, according to India's most prestigious English language newspaper, THE HINDU, that the country's literacy rate was 61%! Read all about India's 61% litracy rate by clicking at: > http://www.hinduonnet.com/2002/11/21/stories/2002112103361200.htm < If India's literacy rate was 61% (sixty one per cent) in November 2002, according to India's Human Resources ministry's communication to UNESCO, then how can the Indian Census Bureau claim that India's literacy rate has zoomed to 64.8% (yes 64.8%) according to Census-2001 (> http://www.censusindia.net/t_00_006.html <) from 52.2% (yes 52.2%) recorded by Census-1991 (> http://www.censusindia.net/cendat/datatable14.html <) a world-record improvement, of 12.6%, in national literacy rate which is nearly a thirteen percent increadse? Squalidly, misruled country's like India ('which are as much a country as the Equator' as Mr. Winston Churchill used to say) always overdo the matter when they attempt deception, and their inept rulers, are never so easily deceived as when they imagine they are deceiving others.

It is obvious that the Registrar General and Census Commissioner of India, J. K. Banthia, who was appointed the census commissioner in September 1999, when the right wing NDA (read BJP coalition) was in power in Delhi, has done what he was supposed to do. 'Cook' the Census-2001 numbers by increasing the growth rate of the beleaguered Muslim community and reducing the number and growth rate of the muscular Sikhs. WHY?

We had predicted In the Khalistan Calling of September 08, 2004 (> http://www.khalistan-affairs.org/Main/K_Calling/kc09082004.htm <) that, "the Muslim population increase (in the 2001-Census) was thought up by the fascist BJP government, before it lost the recent general election, and was meant to further the Hindutva-fundamentalist post-election agenda which could be helped by politically convenient anti/Muslim pogroms a la Gujrat and Mumbai." The answer, as to WHY Census Commissioner, J. K. Banthia, inflated the 'growth rate' of the Muslim minority to make it the highest of any community has come from BJP-ruled Gujarat state on September 10, 200. On that date the state government issued a notification announcing the setting up of a 'population commission' to be headed by the thugish BJP Chief minister, Narendra Modi. It is obvious that Gujrat Chief minister Modi, (who orchestrated the 2002 anti-Muslim pogrom, in which over 2, 000 innocent men, women and children were massacred and nearly a hundred thousand made homeless: See: > http://www.khalistan-affairs.org/Main/K_Calling/kc03202002.htm <) has found, in these Census figures, an easy means for whipping up Hindu communal passion and bloody riots that usually follow.

The September 10, 2004, Gujarat State notification states that, 'the commission is being set up to look into various aspects of population related problems (read ethnic-cleansing) and to implement the state's population policy'. There has been constant talk in BJP circles of forced sterilization, (a la Sanjay Gandhi's 1975 hare-brained forced sterilization scheme) ever since the Gujarat Chief minister improvised the family planning slogan of, 'Hum do, hamaray do' to 'Hum paanch, Hamaray pachees,' while refering to the Muslim minority two years ago. According to a Ahmedabad datelined report, by Basant Rawat, in the September 11 issue of the TELEGRAPH newspaper, an AICC member and State Congress party incharge, Manish Tiwari, described the Modi government's decision to set up the population commission as 'ill-conceived, mischievous and an attempt to create social tension and disrupt the social fabric.' Tiwari also questioned the need for such a panel - no other state has one - and said the timing is suspect as bypolls for some Assembly seats are due next month.' God help Gujrat's Muslim minority.

A day after the Gujarat State notification of a 'Population Commission' the BJP central leadership, on September 11, 2004, endorsed the move by asking the party Chief Ministers to focus on providing incentives and disincentives to bring the population under control and lay a greater stress on infrastructural development in their respective states. Addressing the inaugural session in New Delhi, of the two-day conclave of the BJP Chief Ministers, Mr Advani said "the governments, both at the state as well as the Centre, must take positive steps in identifying illegal immigrants (read Indian Muslims who look like Bangladeshis) into India, and expedite their deportation."

On September 12, a day after BJP central leadership endorsed Gujrat Chief minister Modi's Ethnic-cleansing Population Commission, the Neo-Nazi Vishwa Hindu Parishad (VHP) & Bajrang Dal made it known that thousands of their workers intend to demolish , a la the Babri Mosque, a three centuries old grave (circa 1659 A.D.) of a Muslim General, Afzal Khan (See a report on this ominous development - for India's Muslim minority - in THE HINDU (> http://www.hindu.com/2004/09/12/stories/2004091204610100.htm <) The centuries old grave is located some sixteen miles from the Hill Station of Mahabaleshwar, in Satara district of Maharashtra state, about two hundred miles from the seaport of Mumbai. Afzal Kan was a seventeenth century General of Sultan Muhammad of the Adil Shahi dynasty (1489-1686 A.D.) of Bijapur who was fataly stabbed in the back by a Maharatta chieftan, Shivaji, (died 1680 A.D.) he was meeting under a flag of truce. Shivaji is currently an icon of the Hindu-fundamentalist right wing elements in India.

Some eight months ago we wrote a column (> http://www.khalistan-affairs.org/Main/K_Calling/kc01142004.htm <) in sympathy of American Professor James W. Laine whose excellent book, "Shivaji: Hindu King in Islamic India" was banned by the Congress party Chief minister of Maharashtra. The Maharashtra Chief Minister acted after a mob of 150 Neo-Nazi members of the Neo-Nazi Hindu-fundamentalist, Maratha Maha Sangh (MMS) trumpeted their love for Shivaji by destroying thousand of rare books in the world-renowned 87-years old Bhandarkar Oriental Research Institute, Pune, just because Professor James W. Laine had researhed his book there. It is well known that the

polytheistic Hindu (read Brahmin) ruling elite in India considers the monotheistic Sikhs as a wayward Hindu sect which needs to correct its religious conduct. The best way to do that they believe, is to dilute the najority of this muscular Sikh minority in strategic Punjab, the Sikh community's homeland, into a minority which explains why three million Sikhs have been systematically removed from the rolls in the 1981, 1991 and 2001 census and the Sikh community's growth rate has been further reduced to 16.9% in the latest Census. Another reason is that the central government is planning further reduction in the percentage of the Sikhs in the uniformed Armed forces which during the British days had nearly a 30% Sikh component.

Abusing the integrity of India's Census-2001 is a part of a broader tendency in the Brahmin-caste dominated ruling elite toward eliminating civil liberties and scapegoating cultural minorities. It is an aggressive effort to impose a unified sense of Hindu-fundamentalist nationhood on one of the world's most culturally diverse - over a thousand languages - caste-ridden, socially intolerant and religiously divided societies. This imposition is reducing India (in which we Sikhs have been captive since 1947, when Imperial Britain left) to the 'deepest depths of tyranny and despotism', to use the presciently 1930 words of that great statesman Mr. Winston Churchill when he described post-independence India. We urge all IT-savvy Sikhs, and our Non-Sikh friends, to circulate the link for this column to everybody and anybody, specially Encyclopedias, UN Agencies, Embassys, Universities et al., (> http://www.khalistan-affairs.org/Main/K_Calling/kc09152004.htm <) as the Indian rulers should not be allowed to gain from their Census fraud.

The three million strong diaspora Sikhs, unlike their 22 million compatriots captive in India, are free and prosperous and they are determined - as they believe it is their destiny and pray for it every day; "Raj Karayga Khalsa; (Sikhs will rule) Aaaqi Rahaya nah Koyay: Khawar hoiyey Sab Milaingay; Bachay Sharan Joh Hoyay; DILLI Takht Par Bahay Gee; Aap Guru Kee Fauj; Chattar Chulayn gay Sis Par; Barri Karaygee Mauj," - to create a sovereign, democratic, egalitarian Sikh buffer state of KHALISTAN in South Asia, stretching from the Jumna river on the East, to the Pakistan border on the West, China on the Northeast and Kashmir on the North, playing its God-given role of a granary for countries of Central Asia and acting as a 'bridge of prosperity' and commerce between Central and South Asia.
