Delhi and Haryana conspire to steal Punjab’s river water, with timely help from the ‘Sirsa Baba smoke screen’, via the nearly complete illegal Hansi-Butanna link canal in Haryana

Having let down the Sikh nation on the Sirsa Dera affair will Chief minister Badal  take a firm stand for once to thwart this new  water conspiracy to siphon Punjab’s river water?



Washington, D.C., Wednesday, June 06, 2007 - This week public rallies are being held by diaspora Sikhs all over the world, (Chicago, San Francisco, Vancouver, Surrey, Frankfurt, Sydney, London and other cities) on the 23rd anniversary of the brutal June 1984 Indian Army attack on Darbar Sahib, Amritsar, (and the November 1984 state-sponsored anti-Sikh pogrom) lest our children forget the thousands of innocent Sikh men, women and children who were murdered in cold blood. One would think the Punjab homeland of the 25 million strong Sikh nation (of these 3 million live free in the diaspora) would get some respite, some peace, some happiness over these years from the relentless intrigue of the rulers to wipe out our identity in the world’s largest Castocracy, India. Alas! In the 23 years since 1984 nothing has changed!

What we predicted over two years ago about the evil nexus between the Congress party rulers in non-riparian state of Haryana and the Mrs. Sonia Gandhi run Congress party government in the center, and their conspiracy to steal some more river water, free of charge, from water-short beleaguered Punjab, is coming true. Following the recent turmoil in the Sikh Homeland (provoked by the shenanigans of an agent provocateur criminal/ rapist god-man Baba of Sirsa) the conspiracy against the future generations of Punjabis has surfaced in the shape of the illegal Hansi-Butanna link canal in Haryana which will siphon Punjab’s life-giving river water from Bhakhra main line canal like the defuct SYL (Surlej-Yumna-Link) canal was supposed to do. Already, according to a report, authored by Soil scientists like Dr. H. S. Hundal, of the Punjab Agricultural University, reported in today’s Tribune, “Over 80 per cent of Punjab’s groundwater is unfit for human consumption, with arsenic toxicity touching an all-time high. After the May 31, 2007, protest march debacle in Fateh Garh Sahib, where the timid intrigues of the Badal government (in the form of numerous advertisements in the print media) caused confusion and let down an aroused Sikh nation, the Union minister of state for Irrigation, Jai Parkash Narain Yadav, did not wait even 24 hours, to triumphantly make an anti-Punjab announcement on June 1, 2007. In a Chandigarh meeting of functionaries of the Haryana Irrigation Department, he announced that the Central Water Commission, (which had kept silent on this particular water conspiracy of a new link canal by Haryana) has no objection to the construction of the new Hansi-Butanna Link canal in Haryana territory. Some excerpts from that 6 April 2005 Khalistan Calling expose` are worth repeating here as it highlights non-riparian Haryana’s refusal to negotiate the river water issue despite a magnanimous offer from Punjab. The column  reads as follows:- “A Secret plan to siphon Punjab's river water by releasing extra water into the Bhakra main line canal unfolded when, in a spirit of good faith, the Punjab Governor S. F. Rodrigues (a former Indian Army Chief) in his address on the opening day of the Budget session of the Punjab State Assembly on Friday - March 18, 2005, declared that Punjab was open for discussion with the neighboring states (read Haryana) to resolve the bitter disputes (read SYL canal) over river waters. The Governor said that, ‘there have all along been misgivings as to the fairness of the manner in which waters of Punjab state’s rivers are sought to be allocated.’ This magnanimous gesture, by the Punjab Governor, clearly reflected a goodwill move by the Captain Amrinder Singh government in the Punjab towards the newly elected Congress party administration in Haryana - a non-riparian Hindu-majority state - as there has been widespread criticism there of the very popular Punjab Termination of Agreements Act 2004, piloted by the then Punjab Chief Minister Captain Amrinder Singh, and passed unanimously in the Punjab state assembly, on 12 July 2004. This act, which is now a state law, legally nullified - within the boundaries of the Indian constitution - all unequal illegal agreements/ understanding on sharing of Punjab's Ravi/ Beas river waters, now being coveted by non-riparian Haryana in addition to the Sutlej river waters it has already been stealing for decades free of charge.”

The 6 April 2005, Khalistan Calling further reported that, “The Union Water Resources Minister Priya Ranjan Dass in a written reply to a question, on the inter-state water disputes between Punjab and Haryana, Rajasthan and other neighboring states, has taken a new position when he told the Lok Sabha (Indian parliament) on March 15, 2005, that, ‘We have no intention to take up those disputes under the riparian principle where the inter-state disputes have already been settled among the state governments." The above facts clearly indicated the anti-Punjab direction of the Manmohan Singh government's thinking in New Delhi as well. All these concurrent developments increased our suspicions. As a result we put our inside sources in Haryana to work to find out what was cooking on the SYL issue in Haryana?”

The Khalistan Calling of 6 April, 2005, further reported that, “Our sources got back pronto with inside information. They report that some Haryana state Congress leaders have come up with the suggestion that Haryana state ought to syphon water from the Bhakra main line canal (which currently carries Sutlej river water to Western Haryana, Punjab and Rajasthan) at a location in the Narwana sub-division through which it passes, by constructing a new eighty Kilometer long link canal from there to carry water into the Yumna canal system, near Panipat, all inside Haryana territory. The new canal project would cost no more than three hundred crore rupees, they claim, and would carry water to Southern Haryana. These Haryana Congress leaders, our sources tell us, have already had some experts carry out a study on the proposed project. These Congress leaders have also convinced themselves, and probably the Haryana Chief minister Bhupinder Singh Hooda as well, that the Sikh majority of Punjab is so fixated on the SYL issue that they won't even know when the Hindu-dominated, anti-Sikh officials of the BBMB (Bhakra Beas Management Board) who have full control over the Bhakra Nangal dam and Nangal headworks secretly increase the outflow in the Bhakra canal to the deteriment of the Punjab farmlands where the underground water is falling rapidly because of over use and lack of natural recharge. These Congress leaders, our sources report, are demanding that Haryana state allocate funds (300 crores) for the new canal in the budget to be presented in the Haryana state assembly in June, a few weeks from now, when the 'cat should be out of the bag'.” This was the position two years ago.

It is obvious from this 2 years old background and the recent Sirsa Baba affair that the evil nexus, (of the Congress party in the center and the Congress party in Haryana) has been at work. This evil nexus has brazenly used the phony shenanigans of Haryana-based criminal/rapist Baba/god-man of Sirsa Dera, who styles himself as ‘His Holiness Huzoor Sant Gurmeet Ram Raheem Singh Ji Maharaj’, as an agent provocateur. The aim of the Congress honchos in Haryana was to excite, divide, confuse and divert the attention of the Sikh community from the vital river water issue and the illegal Hansi-Butanna canal nearing completion in Haryana territory. It is quite clear that the criminal Baba’s uncalled for objectionable and offensive behavior in early May was really meant to divert the attention of the people of Punjab from the water conspiracy under way, right under their nose. Under this conspiracy additional river water will be stolen free of charge very soon, if we Punjabis let them, by puncturing  the Bhakhra main line canal at a point, in non-riparian Haryana, located just below Samana town in Patiala district. From there the water will be transferred to the illegal 2, 000 cusec capacity Hansi-Butanna link canal nearing completion in Haryana territory.

Interestingly the Union minister of state for Irrigation Jai Parkash Narain Yadav, did not wait even 24 hours, after the May 31 debacle in Fatehgarh Sahib, to triumphantly announce, out of the blue, in a Chandigarh meeting of functionaries of the Haryana Irrigation Department, that the Central Water Commission (which had kept silent on this water conspiracy by Haryana for the past two years) has no objection to the construction of the  Hansi-Butanna Link canal in Haryana territory. Having let down the Sikh nation on the Sirsa Dera issue, Punjab Chief minister Parkash Singh Badal ought to steel his spine and take a firm stand for once on this vital issue, of this theft of life-giving river water, as it effects our future generations of the Punjab. Not a single drop of additional river water should go non-riparian Haryana way.

Dear Mr. Prime minister:

Waheguru Ji Ka Khalsa, Waheguru Ji Ki Fateh.

We, the members of the Sikh diaspora in Germany, address you with this memorandum, from the venue of our rally being held in Frankfurt, on June 06, 2007, on the 23rd anniversary of the Indian Army's brutal June 1984 attack on the Darbar Sahib, Amritsar, ordered by your predecessor Prime minister Mrs. Indira Gandhi in which operation thousands of innocent Sikh pilgrims were mercilessly butchered. The year 2007 will also see the 23rd anniversary of the state-sponsored anti-Sikh pogrom, which took place in November 1984, in which an additional ten thousand innocent Sikh men, women and children were done to death, all over India including the capital city of Delhi, by gangs of armed thugs led by Congress party apparatchiks and members of the local Police force, who had received an encouraging 'wink and a nod' from another of your predecessors, Prime minister Rajiv Gandhi the son of Prime minister Mrs. Indira Gandhi and the late husband of Mrs. Sonia Gandhi the Congress party President.

It is a sad commentary on India that, at this point in time, the 23rd anniversary of the June 1984 attack on the Akal Takht located in the Darbar Sahib complex, Amritsar, the Sikh religion is again under attack, this time by by a state-sponsored phony criminal Baba of a Haryana-based 'Sacha Sauda' Dera, “His Holiness Huzoor Sant Gurmeet Ram Raheem Singh Ji Maharaj”, who is engaged in the black market trade of of human organs and sex slaves. This criminal Baba, (who is currently under investigation by the CBI for murder and rape on the orders of the Punjab/Haryana High Court, since 2002) has tried to masquerade recently as Guru Gobind Singh Sahib, our reverred tenth Guru and made jest of our egalitarian religion's solemn ceremonies. He has publicized these doings with provocative advertisements in the Indian print media which have hurt the feelings of every Sikh.

The thousands of Sikhs settled in Germany, who are also deeply hurt,  by the shenanigans of this criminal Baba, demand the following from you as the Prime minister of India:-

  • All so-called ‘Sacha Sauda’ Deras polluting the sacred soil of the Sikh Homeland of Punjab, and misleading its people, MUST be shut down.
  • The criminal Baba should be arrested forthwith as a case has already been registered against him.
  • The Punjab and Haryana High court should expedite the three criminal cases against the phony Baba - two of murder and one of sexual exploitation – which have been pigeon-holed since the year 2002
