has been published in the leading Punjabi-English newspaper of the Sikh
diaspora, Surrey Canada-based CHARHDI KALA, (Issue of March 6 - 12, 2001
: Vol. 17 ; No. 10). It was also published in the second week of March in the
Vancouver-based PUNJAB GUARDIAN, Toronto-based SANJH SAVERA and
other Punjabi weekly and monthly publications which cater to the three million
strong Sikh diaspora in Europe, Africa, Asia and Australia. The 3 million
Overseas Sikhs, unlike their 19 million compatriots captive in India, are free
and prosperous and they are determined - as they believe it is their destiny
and pray for it every day; Raj Karay Ga Khalsa; Sikhs will rule - to
carve a sovereign, democratic, egalitarian Sikh buffer state of KHALISTAN in

According to the Indian government's: "The Economic Survey
2000-01," (compiled by none other than its Planning Commission and
made public last week) the strife-torn state of Jammu & Kashmir,
where an insurgency has been going on for over a decade, has; "emerged in
the period 1994-2000 as the most prosperous state in the Indian Union
with only 3.48% (yes 3.48%) of the population living below the poverty
line".
Thus beleaguered Kashmir, (if one
were to believe the Indian claim and the Indian Express newspaper

has not only gone ahead of prosperous Punjab (which still has 6% of its
population living below the poverty line in the Prosperity Derby) but
Delhi and Kerala as well where 8.23% and 12.72% respectively of the population
lives below the poverty line! Magnificent performance by beleaguered Kashmir
indeed! INDEED! World Bank, US State Department, IMF and Think Tanks please
note this sudden 'wave of prosperity' in India!
Mr. K. C. Pant, Deputy Chairman
of India's Planning Commission, was quoted by the prestigious Indian newspaper Times
of India (February 23, 2001 issue) headlined; 'Only 26% Indians are poor:
claims plan panel' http://www.timesofindia.com/today/23home6.html
as saying that; "the Economic Survey 2000-01" figures are
based on a large sample survey data of consumer expenditure compiled by the
National Sample Survey Organization (NSSO) between July 1999 and June
2000." While speaking to the Times of India Mr. Pant described;
"the NSSO as an expert body and it is a big exercise they have undertaken.
We rely upon them. The Planning Commission will be holding a seminar and we
urge technicians to use the findings of the NSSO."
The Times of India, quoted
in the above-mentioned article, also claims that; "The percentage of
people living below the poverty line in the country (India) has come down to
26.10% according to the estimates for the year 1999-2000. This means a
substantial drop of nearly 10% from the poverty estimates of 36% in
1992-93." According to the newspaper, the state of Orissa had the
highest proportion (47.15%) of its population living below the poverty line
followed by Bihar which has 42% of its population categorised as poor. Madhya
Pradesh was third at (37.43%), Sikkim was at 36.55% with Tiripura
coming next with 34.44% of its population living below the poverty line. Indian
occupied Kashmir of course, being the most prosperous state in India -
thanks probably to the insurgency - had only 3.48% of its population living
below the poverty line! How remarkable indeed? World Bank, IMF and Think Tanks
please note.
The above figures trumpeted by
the Indian Planning Commission were too much for the well known Indian
columnist Mani Shankar Aiyar to digest so he penned a column in the Indian
Express http://www.indian-express.com/ie/daily/20010306/ied06027.html
headlined; "Miracles of Sinhanomics" in which he ridiculed the
official Economic Survey 2000-01. Mr. Aiyar questions the Economic
Survey's claim that in the past five years (second half of the decade of
reforms); "rural poverty has been slashed by an astounding 13% in the last
six years from 37% in 1993-94 to 24% in the year 2000. Unfortunately the rest
of the Survey belies the evident logic of the conclusion."
Mr Aiyar goes on to say in his
article that; "The roots of poverty lie in rural India. How has agriculture
fared in the period of miraculous poverty eradication?" The Survey shows
that; "In the pre-reform (read pre-BJP) period - 1980-91 - food grain
output grew by 36%. If that same rate of growth had been maintained in the
1990-2000 period food grain production should have been 239 million tons; it is
actually much lower at less than 200 million tons. Similarly production of
pulses - which increased by 39% in the 80's - should have been 18.6 million
tons. Pulses production has fallen to 12.3 million tons a level attained 40
years ago in 1960-61. Similarly oilseeds recorded a growth of 25.5% in the last
decade of socialism and output now should have been 30 million tons. It is only
18.6 million tons today. Sugar cane production too increased by 63% in the
previous decade which should have resulted in a production today of 353 million
tons; the Survey says we have only reached 300 million tons. Milk too has been
a disappointment where pre-reform growth rates should have fetched 92 million
tons; actual results today are down to a paltry 78 million tons."
Mr. Aiyar concludes his article by saying that;
"the NDA government has changed the methodology of estimating poverty
ratios and because of this change in methodology of data collection these
estimates may not be comparable to the earlier estimates of poverty. The
Vajpayee-Sinha-Shouries triumvirate has NOT reduced rural poverty by increasing
investment, employment or output in rural economic activity, but by
fostering a statiscal illusion." He asks; "Might not it be
appropriate to redesignate Arun Shourie as Minister for State for Lies, Damned
Lies and Statistics?"
In his treatise Mr. Mani Shankar
Aiyar could have drawn the attention of his readers to the fact that despite
claims of over 13% reduction of poverty in India seven hundred million Indians
every morning still stampede to the fields like animals to answer the call of
nature as they have no latrines to go to and no clean water to drink or wash.
Some poverty reduction this! Some prosperity! Some Indian 'democracy'!
We disagree with the Shouri
nomination proposed by the famous Indian journalist, Mr. Mani Shankar Aiyar.
We believe this 'robe of honour', this title of Federal Indian Minister for
Lies and Damned Lies rightfully belongs to that distant 'other-in-law' of
Mogul Emperor Akbar, the morally repugnant Swastika-worshipping
Hindu-fundamentalist Jaswant Singh, the Indian Foreign Minister. The
man, who is really an idiot savant with an uncanny ability to ape the British
accent, had the chutzpah to falsely claim

verbatim;" It is ironic that in the early years of the UN Security Council,
a permanent seat was offered to India, and in an act of possibly the most
profound historical abnegation the-then Prime minister (Pundit Nehru) said
NO." Indian Foreign minister Jaswant Singh, the liar that he is, was
crafty enough not to reveal to Robin Wright as to who offered a
permanent UN Security Council seat to India many years ago? Nepal? Or was the
offer made by King Zahir Shah of Afghanistan?
Jaswant Singh is the
'grandmother' of a couple of other 'juicy' lies circulating in the North American
Think Tanks and South Asian media. One of them
is that there are one and a half million wealthy Americans of Indian origin in
the upper income bracket group living in the United States who contribute to
the election campaigns of American Law Makers. This Indian Goebbels
(Jaswant Singh) forgets that anyone can check with the US Census bureau and
find out that half of the so called Indian community, which numbers no more
than a million has Singh or Kaur after their names which makes them Sikhs who
have no love lost for India or the fascist BJP Brahmin-fundamentalist ruling
coalition in Delhi. A quarter of the Indian American community is of the Muslim
faith who have sought asylum in the US. Thus, there could be about a quarter
million Hindu/Christian Americans of Indian origin living in the United States,
not one and a half million. who could covertly play ball with the Indian
embassy in Washington DC and pollute, a la Gadia, the American political scene
with funds supplied by Indian intelligence agencies!
Another Jaswant Singh lie (meant to help
in India's quest for a permanent UN Security Council seat to represent Asia's
30 odd Muslim countries) is the claim that there are 160 million Muslims (16%
of India's billion population) living in India. If that figure was true - which it is not as there are only about ninety
nine million besieged Muslims living in squalor and terror in India - then 16%
of India's parliament (Lok Sabha) of 545 members should be of the Islamic
faith. There are only 39 Muslim members of the lower house of the Indian
parliament (Lok Sabha), not even a dozen Muslims sit in the 250 member Upper
House (Rajya Sabha) and a total of 89 Muslim Indians are among the 4,500
members of the provincial assemblies called Vidhan Sabha. A representation of
NOT even 3% for the Muslims of India. In the officer corps of the Indian armed
forces or the civil service the percentage of Muslims is less than 1%. Some
democracy this BJP ruled India! Some liar this Jaswant
Singh!
