Parkash Singh Badal in the Punjab Assembly on the Sutlej-Yamuna (SYL) canal, as
reported in the Indian print media (see http://www.tribuneindia.com/20010827/punjab1.htm
headlined;" River waters. Badal sets record straight.") is a classic case
of a guilty man 'hiding under his tongue' who said a mouthful without saying
anything.
No amount of empty words by any feudal Quisling, like Badal, can
hide the ugly truth of mortal danger to the Punjab, its people and their future
generations, from the SYL canal and the underlying Brahmin intrigue, which
lurks behind it all. This column pointed out over two years ago when it
discussed the SYL canal (on March 17, 1999- http://www.khalistan-affairs.org/main/k_calling/kc031799.htm),
that "ignorance is no innocence but
sin, and it is not bliss - it is oblivion," for the Sikhs if the SYL
canal is allowed to function as it runs like a poisoned dagger for 121
kilometers through the heart of fertile Punjab. Some readers will recollect
that the 'canal's' foundation stone was laid on April
08, 1982, at Kapuri, by none other then
that great enemy of the Sikhs who ordered the June 1984 attack on the Akal
Takht Sahib, Punditani Indira Gandhi, two years
before she was dispatched by some brave Sikhs as correct punishment for that
unforgivable crime. To protest against the affront by the then Indian Prime minister
Indira Gandhi of daring to lay the foundation stone of the hated SYL canal on
the sacred soil of the Sikh Homeland the Sikhs, though captive in Indian
Occupied Punjab, rose up as one to start the
famous Akali Yudh Morcha which patriotic exercise also defiantly started at Kapuri
on April 08, 1982.
Badal
in his lengthy address to the Punjab assembly last week gave a chronology of
events since 1955 on the issue but forgot to mention that the 121
Kilometers-long SYL canal in the Punjab section, designed 'against the natural
country slope', is such that at places it is in deep 'cutting form' and at
other locations is in 'filling form'. Thus it acts either as a 'drain' or as an
'obstruction' and will result in hundreds of thousands of acres of fertile
farmlands situated on the left of the canal (specially between Kilometer 74 and
Kilometer 121) becoming waterlogged a la the farmlands of Southern Punjab along
the Indra Gandhi Canal which devilish waterway has been syphoning Punjab's
river water free of charge to non-riparian
Rajasthan state for the past three decades. The layout
of the SYL canal is such that every year when the annual monsoon season
arrives Patiala and Sangrur districts will be inundated by flood waters, which
flow from the North East to the South West, despite the provision of syphons,
aquaducts, super-passages and other cross-drainage works on the proposed SYL
canal. The SYL canal is a poison-filled dagger pointed at the heart of Punjab
indeed!
In
a coincidence two weeks ago, the Times of
India carried a story by one Jyoti Kamal on August 20, 2001 headlined;
"One fourth of Punjab water-logged". This profound statement (see: http://www.khalistan-affairs.org/main/k_calling/kc08212001.htm) on water-logging was made by none other then the
Chairman of the Central Ground Water Authority, Ministry of Water Resources,
Dr. D. K. Chadha. While addressing the Punjab university he blamed canals (like
Indra Gandhi canal) for the water logging which leads to the canal waters to
percolate down which in turn results in waterlogging for miles around. This
development in any agricultural region makes institutions like banks to notify
the farmers of waterlogged areas about non-disbursement of any loans. No wonder
so many farmers of Southern Punjab have committed suicide lately thanks to the water
logging by the wretched Indra Gandhi canal.
Dr.
Chadha did not mention that in half of Punjab (in the North and North West) water tables have been falling at such a fast rate
because of tube wells and over-use that in a decade or two vast tracts of
farmland will become desert if the ground water is not replenished. The
underground water table in this region of Punjab (Hoshiarpur-Jallander-Kapurthala
triangle) can be raised if replenished with water from the River Beas. The
crafty anti/Sikh Brahmin rulers in Delhi are trying to preempt that possibility
with a Beas-Sutluj Link project in Himachal Pradesh (financed by the central
government) which diverts the water of River Beas into the Bhakra Nangal dam by
means of two huge 25 Kilometers long tunnels. These tunnels carry Beas river
water from the rock fill dam at Pandoh, located East of Mandi in the mountains
of Himachal Pradesh, to a reservoir near Sundernagar and on to the Govind Sagar
Lake formed by the Bhakra Nangal dam. This
Machiavellian project when completed will dry up the Beas river, to a
trickle, which will cause the underground water tables around it to fall
rapidly - because of very little replenishment - as a result of which in less
then ten years, impartial engineers estimate, the fertile farmland area in its
vicinity will become a desert as thousands of tube wells will go dry or sink
out of reach. The present situation in the Punjab is that out of about 105 lac
acres of cultivable area in the Punjab 55 lac acres are irrigated by tubewells
and 37 lac acres are irrigated by canals. Where is the
water going to come from to replenish Punjab's underground aquaducts if
and when a noble leader takes over and decides to do something about the
underground water level?
Besides
the above valid arguments against the SYL the legal rights of riparian states
are enshrined in International Law and practice and no where in the world has
any riparian state been robbed of its water resources like the Punjab where we
see a so-called Tribunal (constituted by the anti/Sikh Brahmin-dominated
central government) allot non-riparian Rajasthan eight million acre feet of
cost-free water while riparian Punjab is given five million acre feet of water.
The Riparian Law is based on the principle of equity
that those who suffer loss of men, property and land from the floods of a river
are alone entitled to the benefits of water and other rights in the stream
concerned. Where do non-riparian Rajasthan, non-riparian Haryana and
non-riparian Delhi, who have been allotted nearly thirteen M.A.F. (million acre
feet) as compared to Punjab's five M. A. F., come in from, under this
International Riparian Law?
We urge all factions of the Punjab political spectrum, including people like Badal (whose son we know has been bribed and corrupted by the crafty Haryana Chief minister with acres of choice Haryana land not far from Delhi to influence his father on the SYL issue) to close ranks on the SYL matter as it is a question of life and death for our children and their children. The SYL canal MUST be destroyed!
